Resource operations plan

The Condamine and Balonne Resource Operations Plan has been finalised for the upper and middle parts of the plan area, excluding the Oakey-Gowrie Creek sub-catchment. Any decision on provisions relating to the Lower Balonne Area has been deferred.

The plan was finalised in December 2008 after extensive community consultation following the draft plan release in 2007.

Deferral of Lower Balonne aspect

public notice (PDF, 166 kB)* was published on 4 December 2008 announcing that the Chief Executive of the Department of Natural Resources and Water has decided to defer making any provisions about the Lower Balonne Area in the final Condamine and Balonne Resource Operations Plan.

Community Consultation

A consultation report (PDF, 181 kB)*, released in January 2009, documents how issues raised in submissions about the draft resource operations plan were considered and addressed in the finalised plan.

Water resource plan

The Water Resource (Condamine and Balonne) Plan 2004 (listed under the Water Act 2000 ) was approved in August 2004.

Moratorium Notices

Surface water

moratorium (PDF, 78 kB)* was introduced on 12 December 2008 for the Condamine and Balonne Water Resource Plan area.

The Minister for the Department of Natural Resources and Water has introduced a moratorium on the construction of specific works in the plan area. This will ensure that there is no growth associated with water entitlements that were not dealt with under the resource operations plan.

Underground water
Moratorium - Condamine Catchment Underground Water Area

The minister introduced a moratorium (PDF, 227 kB)* on new or increased water entitlements that take underground water in the Condamine Catchment Underground Water Area. Moratorium on water bores in Toowoomba

The minister introduced a moratorium (PDF, 77 kB)* on construction of works that take underground water in Toowoomba. The moratorium is necessary for securing the supply of underground water resources for town water supply. Guidelines (PDF, 41 kB)* and a media release provide further information.
